Thank you for visiting the First Judicial District Department of Correctional
Servicesí website. It is important to me that the public knows what the
departmentís role is in our communities and how you can obtain more information.
The department provides a wide range of services and programs including
preparation of pre-sentence investigation reports, pre-trial interviews and
supervision, probation and parole supervision, and cognitive-behavioral
programming aimed at reducing risk to re-offend. Our highest level of
supervision within community-based corrections is our residential correctional
facilities, located in Waterloo, Dubuque, and West Union. The Waterloo
houses men and women and has a waiting list of up to 3 months. As a
result, a 45 bed womenís center was completed in June of 2011. Operational
funds are needed to open the Waterloo Womenís Center for Change and reduce
delays for people who have been approved for release from prison returning to
Waterloo. The department is committed to providing gender responsive
supervision and programming to reduce recidivism for women offenders.
The departmentís focus is on reducing victimization through the use of Evidence
Based Practices. Programs offered by the department have been shown to be cost
effective as well as effective in reducing risk to reoffend.
One of the challenges facing community-based corrections is the increase in
mentally ill offenders under supervision. The First District has responded to
this challenge by employing specialized caseloads for mentally ill offenders,
mental health court, and jail diversion for mentally ill offenders.
